An exclusive report by global activists and the CitizenGO platform reveals what happened behind closed doors at the World Health Organization late on the evening of May 20, 2025: The WHO quietly and secretly approved a controversial anti-pandemic treaty – without public announcement, debate, or any democratic legitimacy. A backdoor decision that many observers see as an unprecedented act of globalist power politics.
According to leaked information, the voting results of the World Health Assembly were as follows: 124 delegations voted in favor of the treaty, none voted against. However, eleven countries refused to give their consent or abstained – including Italy, Israel, Poland, Russia, Ukraine, Slovakia and Iran. It is also noteworthy that several large countries, such as the United States and Argentina, did not participate and did not have the right to vote.
The following day, the draft treaty was approved without debate in the plenary session of the World Health Assembly. There was no formal vote – it was simply called “consensus”. But here lies the crux of the criticism: there was no public timetable, no transparent preparation, and no opportunity for civil society actors and parliaments to get involved. The adoption was carried out in the style of a technocratic cover-up operation – and this for a treaty that potentially deeply interferes with the sovereign rights of states.
Despite its formal adoption, there is one major hitch: the treaty is still incomplete. A central component, the so-called PABS system (Pathogen Access and Benefit-Sharing System), is missing. This mechanism aims to regulate how pathogen samples and genetic information can be shared and used commercially in the future worldwide – including with private sector actors. Since this clause is being negotiated until 2026, the treaty cannot enter into force by then. The treaty itself states that it will only enter into force once all articles and annexes have been agreed.
In addition, international opposition has already led to the softening of several particularly controversial sections. Censorship mechanisms were relaxed, the wording of the treaty’s enforcement was softened, and specific interventions in national health care powers were initially postponed. The protest – organized by states, activists, and citizens around the world – has had an impact.
All that remains is a bitter aftertaste: the global health pact was adopted behind closed doors, while its essential content is still missing. The WHO sells it as a success story – but in reality it is a document of lack of transparency and a prime example of political manipulation on the international stage.
The public has been ignored – but it is starting to fight back. The agreement is not yet in effect. The conflict has only just begun. And with every hour, international pressure grows not to accept this development without a fight.
