CampusSafety reports that teachers in New Jersey are no longer required to pass the basic literacy test
New Jersey’s Democratic governor, Phil Murphy, passed Law 1669 in June as part of the state’s 2025 budget to address teacher shortages, reports Read Lion. The law entered into force on January 1, 2025. Individuals seeking a certificate of instruction are no longer required to pass the Praxis Basic Test, a basic skills test in reading, writing, and mathematics administered by the State Board of Education.
“We need more teachers,” Democratic Senator Jim Beach, who backed the bill, said in May 2024, when the House approved the bill by a vote of 34-2. “It’s the best way to get them.”
New York, California, Arizona Lower Teacher Requirements
In 2017, New York also abandoned the basic literacy requirement for teachers, noting that it was designed to increase teacher diversity. According to the NEA, only about half of New York’s third- to eight-graders tested proficiency in English and math during the 2022-2023 school year, despite the state spending almost twice as much on education as the national average.
California and Arizona also lowered teacher certification requirements by implementing quick opportunities for substitute teachers to become full-time educators and eliminating exam requirements to make up for deficiencies in the field worsened by the pandemic, according to the state’s National Conference of Lawmakers.
Former teacher gives an opinion on the abolition of exams for teacher literacy
Erika Sanzi, a former educator and current director of outreach for the national grassroots organization Parents Defending Education, told the national newsroom why she opposes law 1669.
“It’s important to know that the teachers’ union, especially in this case NEA, is working very hard to do that. I am a former NEA member in two states. In general, whatever they demand, it tends to be something that’s not very good for students,” Sanzi said. “NEA wants to remove all barriers to teaching because it increases the number of members who pay their fees, and if that’s your mission, student learning and quality control aren’t really priorities at all, and so that’s definitely a concern.”
